The Glebe in the city centre is decent, we have been there the past 2 years pre match. Mixture of home & away fans but the locals seemed well behaved & serves a nice Staropramen. I was in the Harvester 3 years back when we won 1-0 and it seemed to attract a few dickhead locals.
They do a great pie there for anyone wanting a bite to eat.Gardeners Retreat is probably closest but away fans may be barred

Been to Longton Rugby Club before - quite a good place for pre-match stuff, but difficult to get out if you are driving.
Never been the Harvester - just doesnt appeal.
The Terrace is close to the station, welcoming and used to have the shuttle buses running near by, if on the train. I've messaged them to see if that's still the case.
The LRV (Student Union) also similar to the The Terrace. Messaged them too.
Hem Heath CC, close to the ground, away fans welcome but similar exit issues if parking there.

I think the shuttle bus still runs from the station so you could just walk back and jump on it. I'll try and get that confirmed though.The Terrace have replied:
"We are officially the away team pub for Stoke games. The shuttle buses no longer run from here but you can get an uber very easily. Pub opens at 10am on football days"
Newcastle Under-Lyme is a good place for a drink before heading into Stoke - We stopped there once before we played Port Vale
