If the owner does not want to sell (sisu or ccc) then there is no point making offers... but yeah they could make an offer to show willing but ultimately we end up at the same place. Sisu have to add value to their asset in order to offload, and the council clearly are not interested in a sale otherwise they would be in talks already.
