Yes. He may well have been born in Wales, haaland was born in Leeds but is very much Norwegian. The brothers who carried out the attack were also born in the UK but werent known (or saw themselves) as the English bombers.
To be clear also, being born in the UK doesn't instantly make somebody a British citizen.
