In my memory it was misquoted. I understood it to mean that there was a potential saving of £350m by exiting the U that COULD be used to things like fund the NHS. I've also not disputed Tony's argument about what has or hasn't worked, simply that it's such a lazy throwaway comment to suggest there was only one reason people voted that way.
