PS4 - Two Controllers, One User (1 Viewer)

Is this possible? Got my son a PS4 for Christmas along with two controllers. No problem with the first controller but when we first tried to use the second controller we had to create a new user. Tried to register it under the existing user (our main account) but received an error.


Surely, it must be possible?

Weird isn't it?
