You would expect Blackburn to win that division they have a big budget I wouldn't put it down to Mowbray the season they are going well but if he gets them back to the premier league then I would say he's a good manager jury is still out in my opinion

We don't know (and never will) what restrictions he had on buying and selling players.
He no doubt is a good manager but perhaps not at this level ?
