Ask for cash up front, then offer them £30 million for CCFC and once the ink is dry put the building firm into liquidation.

Sorry that is a bit SISU isn't it.

charge a consultancy / management fee of, say, £2.6m per annum,
but as previously stated, money upfront

But cowboy builders are adamant you should never pay up front !!! However in this case .....

I'd build the stadium and rent it to them for £1.2 million per anum.
