Does anyone know if the "fit and proper persons test" for owners of football clubs still exists? Haven't heard much of it recently. Does anyone know if it extends to the Football League or just the Premier?
More pertinently, can a "yes" by the authorities be subsequently reviewed, if the owners behave in a way that is allegedly inappropriate (e.g. not paying stadium rent)?
I have never heard of a prospective candidate fail the "fit and proper persons test", as the lies of Cayman Islands companies buying Leeds, Man City getting bought by various human rights defying dictators, and West Ham have the dodgy Icelanders in charge. Wouldn't surprise me if the whole thing has been junked as it seemed completely toothless.
What would it actually take to fail such a test? If Gary Glitter wanted to buy a football club with his wealth, would he pass the test?
