now have the balance of the 250 yr lease, or do they own everything or nothing?

They own the lease and don't owe anything as far as I'm aware. I'm assuming that for the first time since the stadium opened, ACL is not encumbered by paying back that original Yorkshire Bank loan or its successors, i.e. the council loan and then the bonds. It's good news.
