Yes, it's quite an increase and I'd like it to be lower but I also understand local authorities are having a huge amount of extra work 'devolved' to them while simultaneously been given less money by government. Surely you want a council that is financially responsible and planned their budget accordingly rather than leaving huge gaps? Even then they're being hampered by the rule that says they cannot charge over a certain percentage increase.
