I did consider saying that their other option is to massively hike up Council Tax, but then that's going to be spun negatively for local government as well.Clearly this has happened across the last decade at least,but in the interest of balance a large council tax increase was permitted via central govt approval in the last couple of years.

Powers went up from local Government as well as down from central Government. Whichever council officer, the council used for advice in this matter to state a referendum wasn't needed, should simply be sacked on sight.
