Probably, he’s a well paid person who lives through the property bubble and will have been surrounded by other property speculators.

The company has a portfolio of 30-40 properties/units with a value of between £4-5million.

That is a lot of low value properties.

I guess depends where on the spectrum. 30 properties at 5m valuation is roughly 167k each. If it's 40 at 4m then obviously closer to 100k average. If he's investing more up north you'd get some decent properties in that range.
