I would say they will go as far as buying land. Obtaining planning permission. Instructing developers.

Whilst they drag that out over a couple of years they will hope the empty Ricoh (council) will come begging.

Then that land is covered under the debenture so it will be sold to cover the costs and possibly for a small profit.
