Clearly pretty good at L2 level, has failed to make the step up for before though. Plymouth will want a fee and he isn't proven at this level so I think it will be a non starter.
Problem is when you try and play that game, someone else comes along willing to pay the price and you end up losing out on what you really wanted for not paying the asking price
