I doubt it as they would't do it. other wise just another way of blaming any other failures that are to come

Just part of the process. The liquidator is supposed to investigate the conduct of the directors, but on that form Appleton has applied to be liquidator. I think it's subject to a vote whether he's accepted or not, if he is then who knows how thorough that investigation will be.
