If this is trueness will have a copy in his sent box.

If he shows the administrator prove that it had been sent.

He should be included.

There is another deadline for best bids anyway.

So it's not like he gains any advantage.

If the administrator wants the most money then he should do this.

In legal terms before technology advanced to this point there was the postal rule ,which discounted your acceptance whether you could prove posting in time or not .
