Police saying it is a racist incident at the Ricoh Arena shopping centre, but there is so much bleeping and indecipherable dialogue, I can't work out what is going on.

Is this black on white racism?

But in that video there is his number plate isn't there? Just been pixelated out.

The police must surely know who he is. Just seems they are wanting the victim to come forward.
