I think he means Hoffman himself won't be buying the club but be acting on the behalf of others rather like the initial situation we had here when Ranson was the face of Sisu type thing.

Also says if accepted, they could be working side-by-side or giving up responsibility completely.

You thought Gary Hoffman was buying the club? He's basically giving investors directions to the Ricoh.
