We paid the second highest fees, only beaten by another big Club in L1..................who finished 8th.

I was in France during the Euros, and that song is still perhaps my fondest football song that is non-CCFC related. Also have great affinity for Mo Salah ‘Egyptian King’...

How do agents fees work then? Is this an amount on top of the publicised transfer fee we buy a player for?

Say theoretically we buy Hamer for 1.4 mill this transfer window. Is the agents fee, say another 100k on top of that?

Can also be negotiating players out too.
I'd imagine Sunderland's includes offloading some of their previous high earners. Still utter madness.

Essentially yes
It often costs more in agent's fees to bring players in from overseas as the system is more opaque
That's a big reason why UK based agents are moving young players to places like Germany
If the player goes to another country (even Scotland) then there is no compensation payable if the young player refuses a new contract
The player then gets a bigger signing on fee - on which the agent takes a percentage
