    Best thing that can happen is that it never gets to a JR proper. Let's hope it gets refused to go to JR and so do any appeals. If it gets to JR proper whatever the outcome of the JR we'll have 3 years of appeals from whoever the loosing party is.

    They can appeal. IIRC JR1 only got heard as SISU won an appeal to have it heard.

    Don't think they could award damages. If the council are found to be in the wrong I think SISU would have to take out a separate case to persue compensation.
