    I think the civil action would be more likely to follow a finding of state aid, it would give a firm basis for civil action. If no such finding I doubt they would have any options left.

    I doubt it, this feels like the last opportunity. If the EU commission who wrote the rules, and are likely to be the strictest enforce of them (unlike our left wing judiciary), can’t find anything then I think it will be game over in terms of the sale of the Ricoh.
