Just outside the Ring Road is tthe Techno Centre with alot of land still around there, but stadiums just aren't and will not be built in these areas anymore. HR was built in a different era.

The only place within the inner ring road I could possibly think of is the old Council offices that they are moving out of soon. Clearing that place up would cost a stadium itself.
