Portsmouth ground is on;y 20ft above sea level, and prolonged rainfall makes the water table rise up and no amount of drainage or pumping is going to clear it
I was working in Portsmouth pre/post Christmas.

They also have a clay substrate that water basically sits on top of, this causes water to basically just sit there and cause mischief. The substations there fill up real quick.... They're also full of shit.

Last time I went to Fratton Park, I watched a large percentage of the home fans crawl directly out of the sea with visible gills / fins and freshly grown proto-arms / legs. Some of them have even learned to talk now apparently.
