It’s 2 hour windows for everyone until it gets to 4pm, the next one doesn’t open for 18 hours.

It's not quite. It's a 2 hour window, but those with more can still buy too. It's not like anyone with 1900+ can only buy between 10 & 12 and thereafter can't have one. Some people work, some will forget or not look until tonight and they shouldn't be penalised to then be lumped in with the next bracket.

You’re slightly missing the point. If the aim is to do it in equal windows, why not just carry it on at 6pm?
Ticket Office would be closed by then, so would be excluding those who can't use/don't want to use internet, and also not be able to deal with any issues.
