It could be Wembley season ticket holders or hospitality tickets not taken up by the people who could take them? (In tier 2)
You have to collect them personally on Sunday, with ID, from the Wembley ticket office.
Last year, with the 2 per season ticket holder policy, at one point during the match the guy in front of me said "that 17 looks decent doesn't he".
