Again, if the police didn't expect it to be a life threatening situation they would surely have deployed tasers.

The fact he was immediately shot appears to show there was still significant threat to life, with possibly a suicide vest involved or the man in potential possession of a loaded weapon.

They wouldn't. If they see a vest that appears to be an explosive vest they would be quite right to immediately shoot the perpetrator.
