Who leaked the findings of the report to his mate and WBA board member Mike Mginity = GR
Who then bought a stadium seating company that was going bust for £1 = MM
Who then got the big contracts to re fit national stadiums worth millions = MM
Who then left WBA and ended up on the board of ccfc next to his best mate GR =MM.

Trust me, it was allegidly GR, I could even disclose the venue where the meeting took place, (over a fine Italian meal)
Also, when things were going TU at ccfc GR and 1 other person (alLegidlly a former player) who is now persona non grata at the club, helped themselves to rediculously over inflated contracts. I can’t say too much more as my info comes from sources that are bound to this day by a gagging order.

GR was a very powerful figure.
Erm until the reopening of the inquiry recently, the official line was that, terracing was a major factor in the Hillsborough disaster, nothing to do with seating companies.

Firstly, he was in the Army Intelligence Corps. Secondly, when you look at the information that was alleged to have been passed to the Czechs, the most important reports turned out eventually to be false. Go figure.

Sorry if I've misunderstood what you're saying, but i think the point was that knowing terracing was going to be given as a major factor and likely to be banned, there was going to be a huge increase in demand for seating as stadia were forced to become all-seater. Essentially if was a bit 'insider trading' - buy a seating comapny because there's going to be a lot of demand very soon.
