How about using the cricket way of sorting things out - along the lines of the Duckworth/Lewis method, suitably tweaked for use in football. Don't know how it works, but then I think it's a mystery to some cricket fans.

Bill Glazier would have been my choice if he'd played for us in the 3rd tier, but league 1 in 1964 was the equivalent of the Premier league & BG joined when we were in the 2nd Division (Championship as it is now). I think I'm right, but I was only 10 at the time.
